It looks like it is partly the high-contrast nature of the pictures and a gentle boost in saturation. The other main thing is that she is shooting a lot of her pictures in fairly monochromatic situations, bricks, asphalt, concrete, and that serves to magnify the colors as well.

If you are shooting RAW, CS3 ACR has an adjustment for Vibrance. This is just one of the many ways that some pop can be created in your image during conversion.

In PS, use the Selective Colour to enhance selected colours.

As Michael has pointed out, her images are high in contrast and saturation.

Starting off with a properly exposed and focused image is most important.
