I have come across some film (mix of Fujicolor 400 and Kodak Elite II 200) 35mm film. The expiration date on these is either 2001.11 or 04/1999. Is the film still good? Does the expriation date on film warrant extreme care? What would happen if I shoot it?

Any insight is appreciated.

In most cases you will not notice any real difference. When it comes to shooting something important, like a wedding, or products, etc, you may want fresh film, all of the same batch, to insure the colours remain consistent in all your shots....but for general shooting, expired film is great! If you are lucky, someone left it in a car or something and you get that cool 50's-ish colour style!

Depending on the storage conditions, it should be fine...but there is always the risk of things like mold in the canisters etc. You might want to pull a roll out of the canister and check to see if there is anything growing on it.

I talked to a Kodak Rep about this issue today. In general Becky said that the film expire date is generally good for an additional year.
