I've recently purchased a circular polariser and was wondering does the filter need to be rotated to a certain position to get best results or can I just attach it and the whole of the image will be affected anyway

The whole image will be affected, but the question is by how much. It usually needs to be adjusted (rotated) for the max effect. You can easily see how it works by just looking at a scene through it and rotating it 90 degrees.

If you bought it to darken the sky, you'll need to rotate it to the right position for that whenever you use it.

To control reflections off various surfaces (water, wet rocks, glass, metal, foliage, etc), you'll also want to rotate it to the position that does what you want. This may not necessarily be the position that gives you a dark sky.

The way you use a polarizer is you realize you need it for some reason ("that water reflection needs to be toned down a bit!"), screw it in, then rotate it until you get the effect you're looking for.
